lagoons and marshes can be used for medical purposes.
Interested persons may use the residential village
facilities. This activity would generate income and
jobs for the community.
5.4.4 Ecotourism
The estuary, as an ecosystem, provides an excellent
opportunity to be in touch with nature, something not
very common for people who live in cities. Many
species of biodiversity such as the American crocodile
(
Crocodylus acutus
Cuvier), can be observed in their
natural environment. This activity would also generate
income and jobs for the community.
5.5 Identify conflicts
- The main source of employment is the fishing company
but this only uses a portion of the resident population.
- There are employment opportunities that are not
exploited which negatively affect the economy of the
community and particularly those who today do not
have steady employment.
- Recreation in the months of July and August
contributes to family economies, but not the
recreational houses belonging to companies outside
the community.
6 Existing Information
As information to support Integrated Coastal
Management Program are; biodiversity inventories,
research, cartographic information, databases or
records that are listed below; Technical Report of
Territorial Project "Environmental and Community
Diagnostics of Playa Florida", “Environmental
diagnosis of the Rio Mala Fama Basin”,
“Cartographic sheets edited in 1956 and 1977, and
satellite images of 2010”, ”Dynamics study of coastal
vegetation between 1956 and 2010”, “Study of erosion
of the beach in the 2004-2010 period”, Technical
Report of Territorial Project "Conservation and
Management of Mangroves associated with Playa
Florida coastal community "and “Study on
environmental perception of the community”.
6.1 Environmental management programs
- Forest management plan
- Fisheries management plan
- Program health and quality of life
- Management Plan for the National Park Queens
Gardens
- Environmental Education Program
6.2 Institutional and Legal Capacity
Municipal institutions that have functions that respond
to coastal protection are: Fishing Company and
Organs of Regulation and Control (Ministry of
Science, Technology and Environment; Maritime
Safety; Fisheries Inspection; Forester Corp and State
Forestry Service).
6.3 Definition of applicable legal aspects of the
Management Plan
There is legislation supporting the implementation of
the protection of the coastal zone, the more specific
legal body being the Decree Law 212 of 2000
"Coastal Zone Management", although there are
others of importance as: Constitution of the Republic
of Cuba, Law 81 of Environment 1997 and Decree
Law 201 "From the National System of Protected
Areas” 1999, among others.
7 Organizing for the Plan Implementation
The management authority has the following
composition as established by Resolution:
a) President; Representative of the Municipal
Government of Florida
b) Executive Secretary; Municipal Specialist of the
Ministry of Science, Technology and Environment in
the territory.
c) Technical Coordinator; Center for Environmental
Research of Camagüey and Unit for Environment
belonging to the Ministry of Science, Technology and
Environment in the territory.
d) Members, represented by the key actors, both
institutional and civil society organizations and
community.
The Management Authority serves as an inter-
institutional coordination mechanism that facilitates
the stage for the consultation of the interests between
users of natural resources, the different sectors
involved and the community, and its main function is
to coordinate and control the actions or activities
taking place, according to the Action Plan of
Integrated Coastal Management Program within the
framework of the powers that correspond to key
institutional stakeholders. It also has the following
functions:
a) Define the responsibilities of each of the members
of the Management Authority for the purposes of
compliance with the management program.
